While Maryland initially faced a gradual implementation of its medical cannabis program, it recognized the advantages of simplifying adult-use accessibility and promptly initiated its adult-use program. Following the legalization of medical cannabis in 2013, it took four years for medical cannabis businesses within the Maryland cannabis licensing framework to commence operations and sales. However, once the voter ballot initiative was successfully passed in November 2022, officially granting adult-use cannabis legality in Maryland, sales began a mere eight months later. This stands as one of the swiftest post-legalization launches of adult-use cannabis sales across the nation within the Maryland cannabis licensing context.
Maryland Cannabis Licensing Timeline
On November 8, 2022, a significant milestone was reached in Maryland when the state approved an adult-use ballot initiative for cannabis. This marked a pivotal step in the trajectory towards legalized recreational marijuana. Following this, on May 3, 2023, Maryland further solidified its stance on cannabis by signing a bill into law that regulated the sales of cannabis, underlining a more structured approach to its distribution and consumption.
By July 1, 2023, the state made history by legalizing the use and possession of marijuana for adults aged 21 and older, allowing for possession of up to 1.5 ounces. Simultaneously, existing medical dispensaries underwent a transformation into dual licenses upon payment of a fee.
The state then took a crucial step towards fostering social equity within the cannabis industry by launching the Social Equity Verification portal on September 8, encouraging interested parties to express their business licensing interest by filling out a form. This portal will be operational until November 7. On November 13, the application window will be opened for the inaugural round of cannabis business licenses, specifically reserved for social equity candidates.
Looking ahead to January 1, 2024, Maryland plans to commence the issuance of new licenses, marking a significant transition in its cannabis landscape. Subsequently, on May 1, 2024, the state aims to initiate the second round of licensing, setting the stage for further growth and development within the cannabis market.
