WHAT IS LOUISIANA'S CURRENT CANNABIS MARKET STATUS?
Cannabis is legal for medical use in Louisiana and has been since 1991, earlier than most states. Medical sales are expected to reach $27,000,000 by the year 2021. However, cannabis is still illegal for recreational use, and possession of cannabis was decriminalized in 2015 to a small fine or short jail sentence.
WHAT ARE LOUISIANA'S CANNABIS LAWS?
On June 30, 2015, Governor Bobby Jindal signed SB 143, which significantly reduced penalties for possession of cannabis, moving the state closer to decriminalization. During the same day, Governor Bobby Jindal also signed HB 149, which sets up a framework for dispensing cannabis for medical purposes. On Tuesday August 6, 2019 medical cannabis was dispensed in the state for the first time, supplied by cannabis grower GB Sciences.
WHAT IS LOUISIANA'S CANNABIS LICENSING TIMELINE & CANNABIS APPLICATION PROCESS?
The Louisiana Department of Agriculture and Forestry (LDAF) is designated at the state’s lead regulatory agency in the licensure and production of therapeutic cannabis. The Medical Marijuana Program is responsible for licensing and overseeing the production of medical cannabis to ensure safety of the final product. The legislature has only authorized Louisiana State University Agricultural Center and Southern University Agricultural Center to be licensed to grow medical cannabis. WHAT IS THE HISTORY OF CANNABIS IN LOUISIANA?
Cannabis has been illegal in Louisiana since prohibition in the 1920’s. Since then medical cannabis has been legalized for use only in 1991. In 2015, punishments for cannabis possession were reduced and medical cannabis was legalized for distribution by select few pharmacists to dispense cannabis to qualifying patients.
